Tenant upstairs with kids make a lot of noise, what should I do?

Hi, just trying to get some input because we have been dealing with this for months now. We have two kids, 2 and 4 year old, so we understanding that kids make a lot of noise.  Naturally we would try to stop our kids from making excessive noise but of course they would resume not too long after that.  We have tenants upstairs who also have two kids at same age, coincidentally, and every morning at 7am you hear them running around the apartment and making noise that is comparable to watching an action movie (I'm not even kidding).  We did at one point tell them about this and they apologize but it seems that they can't control their kids so the noise resume every morning around that time.  I don't think they understand the noise level because we feel like our kids run around a lot too but it's not too noisy for us because we live on the first floor but someone was below us they would probably feel like our kids are making excessive noise.  Now, please if anyone experience something similar please let us know what to do because they are good tenants. The only problem we have is the noise level so early in the morning  and so excessive throughout the day but can you really control your kids at that age?  Thank you.
