Rental Application/Inspection with City

I have a single family 3/2 rental going on the market soon in Garland, TX. I recently realized the city requires all single-family rentals to undergo an inspection process and $65 application each time the property changes tenants.  Should I register the property or just ignore this registration process?

The house is in good general condition with some recent cosmetic updates and preventative maintenance, but I don't like the idea of an inspection opening up a can worms with the city that I'm not expecting. The house has some minor foundation issues and I'm fairly certain the 2-3 year old HVAC system was installed without a permit. Looking for advice if anyone has experience with cities that require this pre-rental inspection/application.  

I'm weighing the cost of potential issues with the city down the road for not registering the property vs. an inspection that could potentially cost me now.

This is a B property in a B-/C+ neighborhood. The property is worth about $180k renting for $1,600. 

Thanks in advance for any input! I'm leaning toward doing the registration.

I found this document on the city website. It is an older document (from 2012), but at one point they were really watching for single family homes that were turned into rentals, and not registered.
