Anyone in Tacoma manage their own rental property themselves

My wife firing her property management and want to manage her own property in Tacoma Washington. Is it legal for her to manage her own property in Tacoma? Any licenses will she need to apply? Also for the 30 days of notice to her property management, who will keep the rent and security deposit after the notice? How can she get the rent and security deposit after the notice as the contract with her property management does not state that. This is the her 1st time to do all these and it stresses her out day and night. Need some help please. Thank you
