Tenants moved out and water main damaged
The tenants moved out so I called Los Angeles DWP to turn on water as it was turned off. They mentioned the water main and meter has been damaged/cutoff. This required repair and I was responsible for it if I want the water turned on.
The city mentioned the tenants missed multiple payments so the city turned off the water from the street. Then the tenants turned it on from the street. This went on back and forth for about 3 times and then the city put a lock near the meter and main valve. The tenants continued to steal water so the city crimped the line.
I contacted the tenant and they said the city was working on the street one night and the water started gushing out. So tenant is saying city damaged it.
The city gave me an estimate for about $10,000 for the repair. Nobody notified me while this was going on and feel I shouldn't be responsible and city should go after who they are saying is at. Wrong.
Any input would be greatly appreciated. Thanks in advance.

I have seen this many times for water and electricity. The City of LA (DWP) will send the overdue amount to collection against the person who established service. As to your issue, the City has a right to protect its water when it is being stolen and they did. DWP is correct is asking for a fee to redo the main and meter connection. It is your house and if you want water, then you will have to pay DWP to re-connect.
Yes, the action on part of the DWP was in direct response to the actions of the tenant and you can try to collect from the tenant. BUT, I don't see that happening. You are on the hook. I am sure you can negotiate with DWP as to the fees.
Unless the water service was in your name, DWP has no responsibility to notify you of anything
