Water metering company

I'm looking for a company that I can hire to do my water metering for me.  I remember of a podcast in the beginning of BP podcasts of a gentleman that bought commercial properties were he had to pay the whole water bill.  He found a company that would come out and put individual water meters on each unit.  The tenants would then need to open an account with this company to get water for their unit.  The company would bill them just like if it was the city billing them for water.  Does anyone remember this podcast, the company that he used or if there are different companies out there anyone can recommend?   I'm in the Austin/San Antonio area.
