Section8 Rental Rate

I am trying to be a new Section 8 landlord- in researching I found the rates paid. For a 3bd the website says $1074- our small county only had 2 homes for rent and they are listed for $650-

My question is how do you get the maximum rent? My #’s work great at their rate.
