Chicago 3bd/1ba rental metered $600+/month water bill!

Any ideas are greatly appreciated. Why is it so high (previous months were $140/mo on average, and in last 2 months it jumped almost 6-fold!) What could it be? It's a SFH 3bd/1ba with finished basement. 2 adults and 5 kids live there. If you can recommend a specialist to go and investigate, please share their info. Chicago, Morgan Park. Thanks to all.
