HUD Complaint for Pet Rejection with ESA

Hi All, and thanks in advance for feedback.

HUD complaint for disability discrimination due to their ESA and my No Pet Policy. I had been in communication with a better applicant for 4 3 days and already on the hook when the ESA couple applied. With or without ESA, I was choosing the prior applicant based on all factors considered. I have 4 days left to "respond". Any advice you can provide to help with my response to HUD would be greatly appreciated. Never had to use one before but, is it LAWYER time?
