How to find a broker for a pm company

So to make long story short, I'm looking to start a Property management company in PA. As with most states you need to work under a broker if you arent the broker. I'm a licensed sales person but dont qualify to take the broker exam due to not enough points yet. 

With that said how would I go about finding a broker that would be interested in letting me start a pm company under them. Just email a bunch in my area with my intentions. Also the broker would be compensated in some form. Any ideas?
