Any estimation for shut off meter outside?

Hi all!

I am a new OUT of state investor. Having a property (SFH) for 2 months. I thought maybe one of you can help me to understand if the following charge is reasonable (since for it sound way too much expensive):

My property is vacant, and the bathroom tap was leaking, hence I asked the PM to shut off the valve. She said she couldn't find it inside the house, therefore she order a plumber for that. His service was cost: 100$. Is it reasonable?  

In the invoice, the plumber said: "I was unable
to locate shut off valve inside the house. it most likely is
behind the paneling in the basement; I did, however, talk to
Surratt and she wanted me to shut it off at the meter outside, that' what I did"
