Leash Laws - Multifamily Properties

Hello all!

I am wondering if anyone has insight regarding leash laws in a multifamily unit. The entire property is fenced/gated (6' block wall and then a gate, and then another fenced area inside of that area separating the front house from the back houses). There are 3 units in the back, and one of the tenants is complaining about the dogs being unleashed when they are out in the main area. I definitely understand his plight, however I do want to be sure I am armed with the correct information before I address with the tenants. This property is located in Phoenix, AZ.

Leash laws apply to public property only, not private property. Lease agreements or HOA rules can dictate if dogs must be on a leash if in the common area. Absent any condition in the lease agreement or HOA not much can be done.
