Air conditioning Thermostat setting for duplex

In a DUPLEX upper level has control of thermostat for air conditioning.  What temp settings do u recommend for home/away . 

Upper unit pays for the electricity for the air conditioning.  There is 2 separate electricity panels

If upper unit is paying for electricity then they can set temperature to whatever they like.

Lower unit has a separate electrical panel so you should get them their own HVAC unit and their own thermostat.
