Tenant having girlfriend's dogs over

I have a situation with a tenant I wanted to get your opinion. I'm in Idaho if that makes any difference but I have a no pet clause in my lease agreement.

No animal, bird, or other pet will be kept on the premises, except properly trained dogs needed by blind, deaf, or disabled persons and ____none_______ under the following conditions: ___none ___________.

The tenant didn't have dogs himself but his girlfriend had 2 dogs. The tenant claims that his girlfriend brought her dogs over when she came and visited him. She has a I have a letter from her doctor dated 2017 that she said:

"Please consider allowing XXXX to keep her dog as an Emotional Support/Companion pet."

The letter indicates one dog but she had two dogs coming over.

The whole apartment smells like dogs lived there. I talked with one tenant that said that he had 2 dogs living there. Now whether he did or not I don't know but if a tenant is assuming the dogs live there, it means that she is coming over so often they practically live there. 

I'm txting another tenant to ask whether the dogs were staying over night or when he wasn't home. I'm waiting to get the response.

Do I have any ground to stand on in this situation as far as keeping the security deposit because he violated the lease?

Is the girlfriend a tenant? If she's a tenant, then you have a different question. 

If she's not a tenant, your tenant is violating his lease, and you can hold him responsible. Those aren't his ESAs and she doesn't have to come over.
