If you provide them, it prevents tenants hooking them up wrong or causing damage moving them in/out. It can also make your rental more competitive on the market and bring a higher price.
On the other hand, tenants will likely abuse them and they can be expensive to repair.
If you're going to provide them, increase the rent at least $50 a month to cover repairs and/or replacement. You can buy pretty nice used sets for under $300. Use steel hoses!
