Sueing tenants for damages
If a tenant damage to the property exceed the security deposit can you bill/sue them?

Yes , and all you win is a judgement . BUT , sometime in the future the tenant may receive an inheritance , hit the lottery etc . If they hit the lottery the state pays them but first they check for judgments and pay them before the tenant gets any money .
