Section 8 Chicago – water meter

I bought a property from the bank. It has a water meter. I plan to rent it out. it is a 3br property. I plan to get that meter out and have the account un-metered. Something is telling me that making tenant pay water will not work long term. Water bill will stay with the property if unpaid. what is your experience ? leave the water meter and make s8 tenant pay all utilities (lower rent) or taking the meter out and paying water myself (higher rent).
