Constitute Emergency Entry?

Tenant says he has a bad bed bug problem (not the first time I’ve treated their unit). I gave him a date to have the place heat treated and he said he would be out of town and can’t get things done in time.

In the mean time I want to go in and at least spray to prevent the problem from getting worse and going to other units, but he won’t answer me. Can it be justified that this is an emergency and I just go in without notice?
