Tenant Accommodation Question

I have a tenant with a disability that makes it hard for him to go up and down stairs.  There is a unit opening up in a 4plex and he has asked me to move to a unit downstairs.  He is an s8 tenant whose renewal is coming up on May 1.  I inherited this tenant from the previous owner in December, so I'm trying to figure out my options My questions are:

a) Do I have to move him?  If so, can I charge him a cleaning fee? b) I was going to raise rents, so can I redo the lease with the increased rents? c) There was a mixup and he didn't pay his portion of the rent for one month, so can I make that a stipulation as well (that I need that money before a move can be made)?  d) are there any other considerations I am missing?  Thanks!

No you dont have tp move him, but you can as a favor. Yes you can raise the rent when he signs a new lease (and it would be a new lease). You can't charge a cleanijng fee that you normally wouldn't charge someone moving into a unit. You should serve him a 5 day notice for missing rent, and if he doesn't make whole in 5 days you move to evict him.
