Tenant asking why neighbor can have dog and they can't...

We have a property that doesn't allow animals (owners request). We got an email from a tenant asking if she can have a dog. We reminded her about her lease and that this property has a no pet policy. She emailed us back stating that her neighbor has a dog and why can't she have a dog too and that we are being unfair. The other tenant has a verified ESA dog with a doctor's note. 

I don't want to tell her that the other tenant has an ESA dog and that is why it is allowed. For one, we can't discuss a tenant's disabilities/accommodations with other tenants. And two, I don't want to give her any ideas about getting an ESA dog. So many renters abuse this and have false paperwork.

So, my question is...How do I answer her question?
