Adding a 3rd unit to a duplex.

I am looking at purchasing a duplex in Indianapolis, Indiana that has a garage that has been converted to a storage area. No roll up doors, just a single door in the middle. Its about 32ft wide and 20ft deep. I want to know how to get permission to build a 1 bedroom apartment in that garage from the city. I have been trying to find zoning and planning on the internet but I'm not having much luck. Has anyone ever done this and could they give advise on how to best accomplish this?

    Lawyer. Get a copies of the zoning or planning board agenda (public info), and scrape the names of the attorneys representing the applicants off it. These "zoning bar" folks are the ones to ask, they're specialists who know the system. Do not ask a "real estate attorney".
