Electric Base Boards

I'm looking at properties in my area (Lancaster, PA aka Amish Country!) and found a neighborhood that I like.  Someone said to me the other day that their ideal rental would NOT have central air and would be electric baseboard for heat (because then there's less of a chance for a maintenance issue).  We'd be passing through all utility costs to our tenants, so heating/cooling efficiency in that standpoint isn't a concern. My thought would be it drives the value of the house down though, and probably slows down appreciation.  I should share that my strategy is all long term holds.  What are people's thoughts, is my friends suggestion a good one?
