What is the California eviction process

The house next door have horrible people living there for free. They are always playing stereo too loud, stolen vehicles on property and etc.. The house was sold at auction 12/18/19. The new owner bought it and served a 30 day eviction notice. He also requested access to the house, giving them the 24hr notice. They hid in the house when the new owner showed up and refused to let him in. The new owner called the sherriff and they refused to help. How long will it take to get them out and what is the process? They have stolen gas from us and the other neighbors. I had them arrested for a stolen vehicle last summer. They have lived in the foreclosure for well over a year, and they are a family member of the original owner who vacated it, so according to the law they are not squatters. I have called code compliance because trash is starting to pile up. Nothing yet from them. Is there anything else the new owner should do? I have his number.
