what't the right way to collect unpaid last month Rent
My Tenants are moving out on February 1st of this year and have decided not to pay the last month rent :(since they already moving out, should I still do a 14 days notice to quit? or a small claim would do it? since I have a time constraint, I wanted to do it as efficient as possible, thank you for your help in advance :)

Serve them immediately. You need to do it while they are still your tenants and make it clear to them that you intend to destroy their credit if they do not pay. Once you get a ruling you file to small claims court and if allowed garnish wages.
Do you have a deposit from them to put toward rent. If so you can then take them to court for additional damage costs instead of rent assuming your state legislation allowse deposits to cover rent.
