Charging water for a guest house in Los Angeles

Does anyone have any experience with charging water for a guest house that is part of a SFH in Los Angeles? Are you allowed to charge a tenant in a guest house for water in LA if it is third-party sub-metered (not with LADWP)?

Not sure about the regulatory environment in the City of LA but it can be done elsewhere.
