Landlord pays utilities to Tenant Pays utilities

I'm looking at another multi family property.  Currently the landlord pays all the utilities.  Is there a way to switch that at time of purchase or the only way is to switch it is wait for tenant to move out and change it for the new one?  I'm in Ontario Canada in case that makes a difference for the rules / laws.
