Tenant Moves In Someone Not On the Lease

I have a Section 8 tenant who moved in his girlfriend and her son without due notice.  My basement is FULL of her stuff and the neighbors are complaining about the loud music nearly every night at 2 AM.  I have a strong feeling she was evicted from her last residence.

How have some of my landlord comrades managed this?  

I'm leaning towards initiating the eviction process.

I would suggest first doing an inspection to document your findings.  We count toothbrushes and beds.  In this case since it is an adult female, doing a closet check should also be an indication.  If you have an entire houeshold of things it should be pretty easy to determine that unapproved people are living there and not just visiting.  Issue whatever type of lease violation notice and cure period is required by your state and copy SEC 8 on the notice.  Schedule another inspection at the end of the cure period to see if it appears she is out.  If she is not, file suite and copy SEC 8 along the way.
