Tenant Moves In Someone Not On the Lease

I have a Section 8 tenant who moved in his girlfriend and her son without due notice.  My basement is FULL of her stuff and the neighbors are complaining about the loud music nearly every night at 2 AM.  I have a strong feeling she was evicted from her last residence.

How have some of my landlord comrades managed this?  

I'm leaning towards initiating the eviction process.
