LVP Flooring Question

Good day BP peeps!!!  I just purchased my 1st investment property.  We did the demo and removed the carpet and padding to try and reveal the cement slab floor.  My contractor advised that it looked like the original flooring may have been asbestos tiles.  The only thing that's left is the hard adhesive ... not too un-level, but it isn't smooth).  I'm wondering if anyone has installed vinyl plank flooring with a good (not too expensive) vapor barrier that they can recommend?  I'm already over my flooring budget as I thought I would be able to do the peel and stick using a good adhesive to secure the flooring, but le sigh :(

Any assistance is GREATLY appreciated ... Cassandra :)
