Tenant wont confirm move out inspection

Hi guys, I need your advice please.

My tenant (state Arizona) gave me a move out notice. Last day for him to move out is tomorrow, he picked the day, not me. But he wont confirm move out inspection. Did not pay the rent for this month yet. I tried to contact him via phone, email to schedule move out inspection- no reply. I emailed him that I am planning to go in the house the day after tomorrow, he did not confirm it.

I have other people interested in renting the house, I am worried that if I wait my new tenants will lose interest...

What do I do?  Can I still go into the house for the move out inspection?

I suspect one of three things:

1. Tenant wants to hide something and doesn't want you coming around until they are completely gone.

2. You've annoyed the tenant and they don't want to talk to you.

3. Tenant is busy moving and doesn't have time to chat, changed numbers, or some other innocent reason.

My initial suspicion is they're hiding something. Maybe the unit is filthy or damaged. Maybe they owe you some money and don't want the confrontation.

No matter the reason, it doesn't serve any purpose trying to guess what you'll find. Plan for the worst, hope for the best.
