6 diverter valves in new drain field

I have a recently purchased a duplex. 2 septic tanks that Y together and go to one drain field. The drain field failed inspection so they added a second drain field. The drain field people were going to put a Y in and connect to the new drain field leaving the old drain field in place. And put in a diverter valve to each drain field. Turn one on and turn one off. They put in 6 diverter valves. Has any one ever heard of this? It sounds like a complete screw up. Any experience?
