Department of social services question?

My brother just bought a place in Ferdinona, ny and asked me If I ever rented to department of social services. I haven’t but I did to section 8. So any one that has done a Dds please respond.

“I have a new tenant that is on DSS. In order to pay the rent, they want to set me up as a vendor (W9) and give me a 1099 at year end. I have never had a tenant use DSS for rent, so I am unfamiliar with it. Is this normal procedure?”
