Rental House. Blinds or no Blinds

My daughter is getting set to put a for rent sign on her first house in Buckeye, Az. She has spent quite a bit of money fixing it up for her first renters. Paint, flooring, cabinets and clean out. The only thing she is contemplating is whether or not to add or replace the blinds. Some are missing and the ones that are there have some broken slates. She has been told that if she does not have blinds in the windows she would have to reduce the rent. I think she should just remove the blinds considering they are more than likely the costliest to maintain. Any thoughts?

Get the cheap home depot blinds for $15 each. Easy to install, easy to replace. You do not want tenants trying to install blinds. She won't have to reduce the rent, but renters immediate fix is bed sheets, and you don't want your rental property looking like that. She did cabinets but is contemplating blinds?!?!?
