NY is trying to outlaw income discrimination in housing

Gov. Cuomo is trying to outlaw income discrimination for housing. The bill he is introducing in NY will disallow any discrimination based on a resident's source of income (i.e. Section 8, non-wage income sources). This may be the start of rethinking landlord policies for the application and approval process.....

There are many other screening criteria to use to eliminate applicants you do not want. For S8 all you have to do is set a higher credit score requirement.
