How would you manage a two-unit single family home

How do you manage utilities (water, gas & electric) for a single family home that has been converted to two separate units, one upstairs and one downstairs?  Do the tenants equally split the bills?  Do you get separate meters installed?  I am eager to learn how other's handle multiple tenants sharing a single house.
