Using an out of state a Property Manager

For out of state owners using PM. How does your PM handle a tenant who breaks a lease early and in accordance of the lease, now loses the deposit he/she made who leaves the house dirty, broken blinds, cracked window, etc So there are issues that normally would come out of the deposit to fix?

I would like to know what your property manager did about this situation. Did they inspect the house, list the repairs and estimates to fix? 

Did they send the deposit and ignore the repairs which means they show up on the move in report of the next tenant?

Something else?

@Nancy Carr, I think you already know the answer to this. If the PM is not holding tenants accountable for their responsibilities then it is time to find a new PM. Billing the landlord is often the easy way out for PMs. On to the next one.
