Client asking for tenants application

Do you guys you know if a property manager can provide the owner (the PM's client) with the tenants application?  The tenant moved out and the owner would like to take them to collections themselves.  We are afraid that this information should remain confidential, but we are also acting on behalf of the owner (principal).  I have never had an owner ask this before and really don't feel like paying an attorney if this is a simple yes or no and the law can be sent in a link.
