Ways to improve this parking situation?

I recently purchased a 3 family with very limited parking.  Two of the units are occupied and I am having trouble renting out the 3rd unit with such limited parking. We have a winter parking ban in this town and the street where this is located has limited parking in general.  It has a 2BR on 1st and 2nd floor.   The 3rd floor is a 3BR.  Currently the 2nd floor tenant just has 1 car parked in front and the 3rd floor tenant has 2 cars parked on the left side.  

I am wondering if I should reduce the front porch size and remove the flower bed to increase parking in front and possibly the right side.  It's hard to tell from the photos, but there is a pretty steep incline between the road and the sidewalk.  Any other ideas on ways to improve the parking situation? I know tenants parking behind each other will probably be a pain.
