Ways to improve this parking situation?

I recently purchased a 3 family with very limited parking.  Two of the units are occupied and I am having trouble renting out the 3rd unit with such limited parking. We have a winter parking ban in this town and the street where this is located has limited parking in general.  It has a 2BR on 1st and 2nd floor.   The 3rd floor is a 3BR.  Currently the 2nd floor tenant just has 1 car parked in front and the 3rd floor tenant has 2 cars parked on the left side.  

I am wondering if I should reduce the front porch size and remove the flower bed to increase parking in front and possibly the right side.  It's hard to tell from the photos, but there is a pretty steep incline between the road and the sidewalk.  Any other ideas on ways to improve the parking situation? I know tenants parking behind each other will probably be a pain.

@Derek P. What I would suggest as you can see you neighbor to the left has a full driveway where you only have a driveway on the left side of your property. I would see if you can make the whole thing a drive way and give designated spots for each renter. left side and back for 3rd floor, middle for 2nd floor, and right side for 1st floor.( if you can turn it into a full driveway, and get rid of that side walkway on the right side of the property and make it a little bigger). If you can do that you should be able to fit 2 cars per unit on the property which would be great. Plus you set boundaries for the tenants so there isn't an argument with parking situation and everyone knows what they have to do and where they should be parked.
