Can I evict tenant for unpaid Utilities???

I just found out that my tenant hasn't paid the water bill since they moved in (12 Jan 17)!  When I asked the Utility company why they haven't terminated the tenant's service their response was it's against the law!  They can't turn water off due to Fire Protection Law.  This obviously came as a surprise to me.  They are current on their rent (although, will be late if not paid by 5th of this month), but they are roughly 6 months behind on the water bill.  The balance due is $613.85.  Can I evict a tenant for delinquent utilities?
