Burbank, CA relocation cost requirements

Can someone point me to where I can find a resource for lawful evictions and the amount of relocation costs required (if required)?  A friend is selling their rental and they have a tenant who's been occupying the home for 20+ years.  I thought I read somewhere that in places like the great LA and Glendale area there are laid out some terms for relocation costs required under qualifying lawful evictions.  I'm having a hard time explicitly finding this for Burbank.  Appreciate the help in advance!

I can refer you to a lawyer that could possibly answer your questions. Is the tenant currently ok with the concept of moving out and the current owner helping with the relocation costs/ finding a new place to live? or are they refusing to leave?
