Able to request dishwasher use?

We have a tenant renting a home with a one year lease.  He told us he does not use the dishwasher in the home.

It is my understanding that if a dishwasher goes for an extended period without use, elements within it can 'dry out' and the dishwasher will require repair.  I also have friend who experienced this firsthand.

Is it acceptable to ask the tenant to please run a cycle or two each month to keep everything lubricated and working well, or is that overstepping?
