Screening Tenants

What is the best service for screening new tenants? I am looking for credit, rental history, and most important criminal background check. Am I right in thinking that we have to be objective when it comes to reviewing the credit report? If they could handle their finances properly, wouldn't they own a house in this economic climate? What do the pros say?
