tenant on tenant dog bite

one of my tenants (3rd floor) contacted me to tell me that the 1st floor tenants dog bit then and they had to go to the hospital. they are demanding I make them get rid of the dog. well I come here to find out what advice anyone here has on what to do. the dog has never been aggressive to me so I'm not sure why this would have happened. for any reference I'm in CT thanks!
