Critter problem urgent!

I recently purchased a triplex and it is three stories and at the very top on the roof is a small hole. There is a raccoon that lives in the hole and it is on the side of the house. Also on the side of the house are cables that the city built there. I've asked certain exterminators and roofers and they all have said they can't fix it. The only problem with the raccoon being there is the third floor tenant says he can hear the raccoon and says it is very loud when he is trying to sleep and study. The tenants are vacating in a month and it might be because of that. There is a storage area painted shut when we bought the place and we might be able to access it from the inside but we don't want to raccoon to run loose throughout the house. Should I use a spray to kill him then try and patch it up I have traps set and only get squirrels and cats. Any help?
