Section 8 tentent is breaking lease

I have tenants that just informed me that theu are moving at the end of this month and they are not paying their portion of the rent, they have burnt up 2 well pumps and are complaining that they are not getting enough water...they have been there 5 years, and now they came into some money and bought their own place...is there anything i can do? When i go over there and run the water,  its fine, great pressure, and the water is running fine...is there anything i can do

No pump is going to be able to pull more water than the well can provide. Keep running them while dry, and they will burn up. Might be worth doing a flow test on the well. It is possible something has changed with the well so that it just isn't keeping up with demand. Then again 5 adults and 1 kid could use a lot of water....  but you wouldn't think it would be an issue in the winter unless there is a leak somewhere.
