Tenant hasn't switched electricity to her name

What is your course of action, when a tenant (after over a month) still hasn't switched electricity to her name, even when this is agreed upon in the rental agreement. We can't of course just turn off the electricity, but not sure what would be effective way to achieve this. There has been unfulfilled promises for a few weeks now.

Well first off make sure they do so prior to move in otherwise don't give them the keys.  We call the utility companies on lease signing.  But also make sure you are following all your local laws on utilities.  And if you are I would start eviction
