Multi Unit Building Trash Issues

Hello BiggerPockets Community! 

I am a Property Manager in the District of Columbia and have an issue with a tenant not properly disposing of trash correctly. He continues to allow the trash to pile up outside and does not break down the boxes properly. This issue has been causing a stressful environment  for the tenants in the lower unit who have to look at the trash everyday. Washington D.C. strictly favors tenants in most scenarios so eviction is not an option. I have threatened to impose fines on the tenant but he has plenty of money to pay any fines. I am looking for a solution to this problem. Any thoughts?
