Neighbors stealing power from the rental house when it is vacant

We have been dealing with finding a quality renter in this winter season. This morning we found out that our neighbors are stealing power from our vacant rental house. This is a desirable neighborhood with good schools. I certainly did not anticipate this. We took photographic evidence of this. I want to issue a formal letter to the neighbor who trespassed our property and had this misconduct. But my husband is very kind-hearted and did not feel we should send such a better for this Christmas season. And we surely do not want to have a hostile neighbor near the rental house. Do you have this type of behaviors from your rental house neighbors? How do you deal with this in a manner that does not create a hostile relationship? New investor likes to hear your story.
