Caretakers
When leasing to disabled adults who have 24/7 live in caretakers, who are assigned by an agency, which frequently changes the assigned caretakers, is there any way to address this in the lease?

they are licensed by the agency that sends them. so you don't need to do a background check.
They aren't on the lease, they can't be added to the lease, and best you could expect to do is charge more for utilities. They are usually required to have their own sleeping space if the person requires overnight care.
