Section 8 housing – Tulsa Oklahoma

Hey guys, Just heard the bigger pockets podcast episode about section 8 housing. I'm looking to invest in BR RRR housing strategies in Tulsa Oklahoma. In my limited experience, tenants do not have the same protections in Oklahoma that they would, for instance, in Calif. The Law tends to favor the landlord in Oklahoma. Does anyone know if Tulsa would be a good section 8 housing city? I feel because the law lends itself to landlords versus tenants in this state, section 8 allows for great profit making opportunity while minimizing risk. Am I misguided in this belief?
